Serves as the front door of the child welfare system, handling all incoming reports of suspected abuse or neglect through hotline operations. Workers document initial allegations, gather reporter and family information, assess immediate safety concerns, and make screening decisions about whether cases move forward for investigation.

Manages the formal inquiry process where workers assess child safety, conduct interviews with children, families and collateral contacts, gather evidence, document findings, and make determinations about whether abuse or neglect occurred. Includes risk and safety assessments, investigation workflows, and documentation of protective actions taken.
